    The regional governance of migration and social policy is a highly contested issue, particularly in Africa where patterns of migration and existing social policies have challenged national policy and severely curtailed the capacity of single governments to deal with trans-boundary flows of people. As an ideal possibly within reach, there seems to be general agreement among academics and policy makers that effective regional governance may potentially promote economic cooperation, political stability and social cohesiveness in Africa. This policy brief discusses the prospects for free movement in three regional economic communities (RECs), namely the East African Community (EAC), the Economic Community of Central African States (ECCAS), including the Economic and Monetary Community of Central Africa (CEMAC), and the Southern African Development Community (SADC) with a view to highlighting some of the constraints in achieving this objective.
