This paper is concerned to tease out the relationship between social policy, migration policy and free movement of people policy at the level of world regions. It is motivated by a wish to contribute to the realisation of social policies at the regional level which facilitate rather than hinder the free movement of all people across borders within a region. It is a comparative, conceptual and ground clearing exercise designed to clarify the research and policy questions that need to be addressed if the above vision is to be realised in practice. As such, it is heavily dependent upon, if not in places derivative of a few key recent texts which address aspects of this complexity.
