Addressing displacement, housing provision, medical relief, employment creation and the needs of the vulnerable groups in the aftermath of disasters were the key topics discussed at the UNU-IAS panel ‘Disaster Risk Reduction and the Transition from Response to Recovery’, held in Sendai on 16 March 2015. Part of the Third UN World Conference on Disaster Risk Reduction, the event was organised by the UNU-IAS Fukushima Global Communication Programme, a research initiative examining impacts of the Great East Japan Earthquake, tsunami and nuclear accident of March 11, 2011, the challenges of the recovery process, and related issues of risk and information provision. Dr. Ana Mosneaga stood for organising the panel and presented findings from field research in Fukushima showing how measures developed during the response phase – such as those on evacuation zoning and compensation payments – had long-term consequences for the recovery of the displaced communities.
